Privacy is a height problem, not a foliage problem

Most privacy complaints come down to a single number: how high the screen actually reaches. A standard 6' fence stops a neighbor at ground level and does nothing about a second-story window, a raised deck next door, or a balcony that looks straight down into your yard. Live hedges eventually solve it, but "eventually" can mean three to five growing seasons, and even then the height is uneven, seasonal, and thirsty.
